There is no medical evidence that flashing cycle lights, flashing at twice per second like ours do, trigger either epilepsy or migraine attacks.
Whilst designing our lights, we carried out a considerable amount of research into the effect of flashing lights and health. Our lights have been carefully designed to comply with UK traffic law in this respect.
Epilepsy
We are happy to reproduce, word for word, what Epilepsy.org.uk say on the matter in their online article https://www.epilepsy.org.uk/info/seizure-triggers/photosensitive-epilepsy .
“Flashing lights – People with photosensitive epilepsy are affected by lights that have different flash or flicker rates from as low as 3 to as high as 60 per second. Lights that flash or flicker between 16 and 25 times a second are the most likely to trigger seizures.
Some lights, such as bicycle lights (red and white), are covered by UK law, which says that these lights must not flash at less than one or more than 4 flashes a second. Provided the lights comply with the law, they are unlikely to cause a problem.”

“What kind of light affects migraine?
People with migraine can be affected by both natural and artificial light, as well as flickering or pulsing lights, screens and glare. These lights might appear to trigger a migraine attack or make an existing attack worse. Many people believe that light triggers their attacks, but it may actually be the case that they are noticing light sensitivity in the very early stages of their attack before they have started feeling unwell.
You may notice your migraine worsening with light changes at certain times of year, for example during bright, hot summer days or when surrounded by artificial lights at Christmas.”
The SeeMe PRO 360 is designed with various modes to ensure compliance with all worldwide regulations by selecting the appropriate modes.
There are many jurisdictions across the world that do allow flashing lights on bicycles on the public highway, but equally, there are many that do not permit them. In most parts of the world, there are no regulations regarding their use off-road.
It is complex. For example in the USA, whilst some States permit flashing lights on cycles, some counties within that state do not. We cannot possibly keep up with legislation across the whole world, so it is therefore vitally important for the cyclist to understand the legal requirements of their particular area and choose the appropriate modes to operate within the law. When riding across borders of countries or states, you need to be mindful of changing rules and adapt to them.
We have strived to produce a product that works everywhere, which has required a great deal of research and careful engineering. This means that some modes will not be legal or appropriate to use in some jurisdictions and it must be the responsibility of the user to decide which modes to use.
The Modes on a SeeMe PRO 360 are as follows:

If used following the laws of your country, the SeeMe PRO 360 will provide the safest possible cycle light available.
We understand your concerns and would like to reassure you. Our videos show our final prototype and we have made a significant number of improvements to the end product.
Due to the restraints of 3D print modelling and the electronics that could be included, our last prototype shown in our videos could only have all static or all flashing lights including main beams.
On the SeeMe PRO 360 production model the front and rear main beams will never flash, and the side-bars will only flash in selected modes.
The Modes on a SeeMe PRO 360 are as follows:

Our lights have not yet been certified to StVZO standards, because you need production units for the tests and we are not quite there yet, then it then takes 4-6 months.
Our lights have some modes that have been designed to comply with German standards. This excludes the flashing modes, which are illegal for road use in Germany, but can be used off-road.
Flashing lights are completely legal in a great many parts of the world including the UK. We are advised that it is not illegal to buy a set of lights that has flashing modes in addition to constant modes in Germany, but it is illegal to use flashing mode on the highway.
On SeeMe PRO 360 light sets, both main beams have been designed to meet road traffic regulations with downward-facing diffusers to ensure that they do not blind other road users. They have been designed to ensure you can see the road ahead and make you visible to other road users, not a nuisance.As long as any lights are set up correctly, they will not be a nuisance to other road users.
Videos and step-by-step instructions in a comprehensive manual will be provided to every purchaser. The videos will be on our website and our YouTube channel.
They don’t have a full and dipped beam, so they can’t be left on high beam accidentally like cars and motorcycles can be.
We comply with that particular regulation.
The SeeMe PRO 360 light set has one white front light, one red rear light, two side-bars side/front (white) and two side-bars side/rear (red), designed to provide 360-degree visibility.
You will be able to view and download videos and photographs from your SeeMe PRO 360 by installing a FREE App and downloading to your Apple or Android Smartphone via the inbuilt Wi-Fi.
Alternately, you can manually access files. At the rear of each SeeMe light is an end cap, under which is a MicroSD card port. Remove the card and insert into a card reader to use the card on your computer.
Riding a bike on a public highway in England, Wales, Scotland and Northern Ireland is covered by the Road Vehicles Lighting Regulation (RVLR). First published in 1989, but with many major revisions since then, here’s a summary.
From sunrise to sunset and a cyclist is required to have…
A front light, which emits a white light, positioned up to 150cm from the ground.
A rear light, which emits a red light, positioned between 35cm and 150cm from the ground.
A red, rear reflector positioned between 23cm and 90cm from the ground.
An amber reflector on each pedal, positioned so that one is visible to the front and rear of the bike.
Of course, the above is the minimum requirement and choosing to exceed those would be a sensible thing to do.
No. But like car lights on full beam, you don’t want to dazzle other road users with your lights. SeeMe lights have multiple modes, allowing you to adjust them, helpful if you’re planning to ride through different lighting conditions.
In a word, yes you can in the UK but other countries have different rules. Flashing lights, front and rear, meet the legal requirement if they flash between 60 and 240 times a minute and emit at least four candelas (a measure of luminous intensity exceeded by most lights today).
Scientific studies have attempted to understand the impact of flashing or constant light and its impact on cyclists’ visibility to other road users. Investigations centred on front lights concluded that there was no significant difference between flashing and always-on when compared to the distances that drivers recognized cyclists using each light mode.
A rear light study, however, did find that a flashing rear light can make cyclists more visible to drivers, than a solid red light.
In our opinion, it doesn’t hurt to have one light flashing and one constant, at the front and rear. Flashing lights are more eye-catching, while the steady light helps people judge how far away you are. SeeMe lights are capable of emitting flashing and constant light at the same time, covering both bases in one compact package.

Since 2011 all cars sold in the UK have had daytime running lights (DRL) fitted to reduce road fatalities and collisions. Evidence suggests that DRL on cars can reduce incidents during daylight hours by up to 6%, but what about cycling?
Research by road safety body ROSPA concluded that 80% of all cycling accidents occur during daylight hours, so why aren’t we all riding with lights during the day?
SeeMe lights are daylight-visible bike lights and brighter and stronger than those just created for night-time use. As a result, drivers have more time to see you, react and avoid you.
All SeeMe lights are rechargeable using a standard USB interface. If you’re riding to work, that means it’s easy to plug them into your computer or the wall during the day. They’re the most environmentally friendly option too.
